My mother, 84, has swollen legs and ankles

My 84-year-old mother has a little swollen legs and ankles, what can it be? She has a pacemaker, takes medicines for heart arrhythmia, and for high blood pressure. It has polyps in the uterus and labyrinthitis. It takes little water, does little walking, feeds well, sleeps well, works normally (domestic services).

Well I'd say her problem is the number of years (84), that alone would suffice to have swelling in her legs, but she has other things that can cause that swelling like high blood pressure, lack of movement and heart problems. In fact I would be surprised if she did not have that swelling (that would be strange).
